Overall The Manager of Government Affairs & Policy, Japan will be responsible for effective internal and external interactions to position J&J as a credible stakeholder to the local government and shape policies of strategic importance to J&J. This position will mainly focus on GA&P work for J&J Innovative Medicine sector of the business. The successful candidate will be unique in their skill sets in terms of demonstrating the ability: • To work closely with J&J business, market access, communications, and other functions' representatives to track and analyze policy and related trends in the external environment and contribute to the development and execution of accompanying activities to shape the environment and influence policy decisions to achieve company goals, and • To enhance J&J's corporate reputation as a company advocate, while working to accelerate patient access to innovative medicines. Description Essential duties and responsibilities • Monitor and analyze government policies, regulations, and legislation. • Proactively identify issues that may impact the company and provide an "early warning" to internal stakeholders (Japan, regional, and global counterparts). • Work closely with internal J&J teams to develop and execute strategies to shape the policy environment that are critical to the J&J business such as pricing, reimbursement, regulatory, intellectual property rights, business practices and healthcare reform issues. • Collaborate with external stakeholders to shape policy and enhance J&J's presence and activities to "drive the debate" in the policy arena. Key external stakeholders include: Legislators / Government officials / Advisors to MHLW and PMDA, industry associations (PhRMA, EFPIA, JPMA, ACCJ, US-Japan Business Council), and thinktanks and academia. • Represent the company's vision and contribution as a bio-healthcare leader in the market. • Work with internal teams to develop and implement crisis management initiatives for the protection of the company's reputation. * Work closely and connect J&J Innovative Medicine Japan priorities, plans and activities with the Asia Pacific regional team and global counterparts. * Proactively engage in and contribute to broader regional and global GA&P initiatives. Qualifications • A strong track record in policy related work in such organization as pharmaceutical company, government, consulting etc. * Experience in writing, formulating policy related documents both in English and Japanese. Skills and Capabilities * Fluent Japanese and English (oral and written) • Understanding of the political system and policy development processes. * Proven ability to master complex regulatory and policy issues and translate them into clear and concise messaging and business-focused actions. * Strategic thinking, business acumen, and strong analytical skills combined with critical and creative thinking. * Understanding of healthcare company operation (products, regulations, healthcare system, reimbursement). * Ability to work collaboratively and establish positive working relationships with internal and external stakeholders. * Focus on ensuring communications and activities are consistent with the J&J Credo and driving integrity and a culture of ethics and compliance in every aspect of work. * Strong communication skills (oral and written) * Ability to work well and remain action-oriented in matrixed organization through a collaborative, teamwork-based approach. * Have a forward-leaning attitude and a passion for innovation and for turning obstacles into opportunities. * Ability to Connect, Lead, Shape and Deliver Academic Requirement * Bachelor's degree * An MBA, MPH or Master's degree is highly regarded
